Talk: From Legalism to Algorithmic Control: Digital Authoritarianism, Legal Instruments, and the AI-Enhanced Surveillance State in the MENA Region

I will outline how authoritarian legality in MENA has evolved into data-driven governance: laws and emergency statutes enable surveillance infrastructures; algorithmic decision systems translate political priorities into “neutral” procedures; and AI tools expand monitoring, classification, and control. Drawing on primary sources (legal texts, procurement records, regulatory filings) and cases from Egypt and comparative contexts, the talk clarifies mechanisms of algorithmic legalism and their implications for rights, accountability, and policy design.
